MIDDLETOWN — At its Feb. 10 special meeting the Middletown Economic Development Committee received staff reports on environmental and capital work for riverfront parcels and municipal properties.
Staff said consultants completed a hazardous building-material survey and environmental sampling at the Jackson Corrugated site and at the decommissioned wastewater treatment plant. Those surveys will inform remediation plans; staff said they hope to have demolition plans for Jackson Corrugated ready late this spring so the project can be put out to bid.
"Once we take that building down, that allows us to do further environmental testing so that we can come up with an idea of what remediation is needed," staff said in the meeting.
Staff also reported that a Keating Building consultant's subcontractor underperformed and the city has procured a replacement architect. Site visits were completed and the new consultant is working with existing drawings so the city can move forward with roof and elevator work and then solicit bids for capital repairs.
Separately, committee members discussed Green Street and were advised that, because the city is retaining the property, Green Street issues should be addressed by the public works/facilities department and placed on the public-works agenda.
Next steps: staff will finalize demolition and remediation plans for riverfront parcels and advance elevator and roof plans for bid; timing depends on weather, permitting and consultant schedules.
