The Middletown Inland Wetlands and Watercourse Agency approved Permit 2025‑9 to allow construction of a single‑family home at Villa Street (Map Lot 14‑183) with standard stipulations and a five‑year permit term. The motion passed 5‑1, with Commissioner Trevor recorded as opposed.
William Jackson, a certified soil scientist, presented the wetland delineation and a report on drainage, roof‑leader outlets and proposed retaining‑wall specifications, saying staff had received plans that represent those details. He summarized that drainage details were shown on a plan dated January 30 and that the flood‑zone boundary had been represented on the plan.
Commissioner Trevor said he could not “in good conscience” approve the application because most of the proposed building activity lies within the 100‑foot upland review area and the slope is steep. Agency members who supported the motion noted the project is a private single‑family dwelling rather than a commercial or multifamily development and that the house and leach fields sit at higher elevation above the wetlands.
The motion included a condition that a retaining wall shall be constructed if site grading exceeds a 3:1 slope and that the water and sewer department and town engineer’s revisions have been addressed. The permit carries the standard provisions restricting disturbance to wetlands and requires the applicant to return with any required site‑plan details prior to construction.
