Committee forwards $44,100 Norby design quote for Pleasant View Golf Course to common council

The Pleasant View Golf Course committee voted unanimously July 6 to forward a Norby architectural quote — capped at $44,100 — to the common council for final approval. Jim moved approval and Jeremy seconded; the committee chair declared the motion carried unanimously.

Jeremy, who presented the master-plan update, said the Norby work would produce a detailed grading plan that informs how much earth-moving and site work would be needed for the practice range, putting green No. 9, the lake green and a potential cart-barn or clubhouse expansion. "So this quote is an up to situation. It's not the full 44," Jeremy said, adding that the fee covers Norby's architecture and consultation work and that the city would pay only for work it authorizes.

Committee members noted Norby's previous involvement with the course: Jeremy said Norby handled the 2002 renovation, work in 2023 and the 2024–25 master plan. Members said that history made Norby a logical choice for the initial grading and conceptual design work.

The committee agreed the quote should go directly to the common council rather than through the finance committee due to a likely lack of quorum at the finance meeting. Jeremy said city attorney Matt had reviewed the agreement and raised no objections, and that the consultant could not begin until the council signs the contract (Jeremy said the earliest realistic start date would be July 22, pending council action).

Next steps: the committee forwarded the Norby quote to the common council; if the council approves, Norby will produce the grading plan and conceptual drawings that will let staff and the committee refine schedules and cost estimates for potential construction.
