Carter proposed a boundary modification intended to protect voter secrecy for about 10 registered voters who had used an office address as their mailing location but whose overnight residence is annexed into the city of Kingsland. Carter said two of the affected registrations are inactive and one has voted in the last four years; the change is meant to place those voters in the correct municipal district.
On the Woodbine recall petition, Carter said petitioners have advanced from application to signature collection and that they have until July 22 to submit signatures to the office for vetting. Carter also reported completion of a risk‑limiting recount audit of the Georgia Public Service Commissioner District 3 race with a 100% confirmation result and thanked staff and the board for assistance with the recount.
Carter provided voter‑roll figures: the transcript reports new registrations as "3 36" (recorded in the meeting) and a total registered‑voter count of 45,102, with 4,918 listed as inactive. Carter reviewed upcoming candidate qualifying dates (beginning Aug. 17 in St. Marys and Kingsland) and qualifying fees for Kingsland offices (mayor $343.50, council posts $270.75). Carter also announced that Deborah Felix and Leona Fields have returned to retired status and the office will operate with Dennis and the supervisor until a staffing decision expected in August.
Carter closed by announcing a staff voter‑registration training on Aug. 14 at the Joseph Building, 120 Lee Street in Kingsland, starting at 2:00 p.m. Board members asked for a future update on the status of annex relocation and staff agreed to provide a report at the next regular meeting.
