Board approves completion and final pay application for Drainage District 19 open ditch project

The Dickinson County Board of Supervisors on July 14 approved final completion of the Drainage District 19 main open ditch repairs and authorized payment of the contractor’s final pay application, including the 10% retainage of $8,791.66.

A presenter summarized the project history, saying the board awarded the work to contractor Corey Jurgens and the contractor substantially completed field work April 10, 2026. "The contractor submitted all the required documentation," the presenter said, adding that punch-list items were finished during an on-site walk-through and woody vegetation spraying and touch-ups were completed in late May and mid‑June.

The presenter told the board that work was done outside the growing season and "there was really little to no work done on row crop areas," and that landowners had been notified they could file damage claims but none had been received before the hearing. After brief public comment—one attendee said they had inspected the ditch and "thought it looked good"—a motion to accept the completion and approve the pay application passed by recorded assent.

The action resolves the county’s retainage hold for the project; staff noted counties may handle payment timing differently under drainage code procedures and that some counties hold payments for a 30‑day period after final completion. The board’s approval authorizes county staff to process the pay application consistent with Dickinson County procedures.

Next steps: staff will process the final payment and maintain contract closeout records, including the as‑built plans and lien waivers the presenter confirmed were on file.
