Resident raises under-slab water intrusion; board discusses storm-surge planning and gatehouse redesign

During public comment at the Oct. 22 River Ridge CDD meeting, Oak Run resident Lynda Sorensen described water intrusion and high moisture levels beneath her home's slab at 27123 Sound Way, including buckling master-bedroom flooring and mold. Inspections found no plumbing or HVAC failure and identified a floor-warranty issue; a leak-detection specialist recorded "very high moisture levels on the floor and concrete slab." Sorensen said rainfall increased and that ponded water near the back of her unit left underground downspouts submerged; a foundation specialist recommended adding sealant, installing perimeter drain tiles and adding downspout extensions of 5 to 10 feet. Sorensen asked the CDD and HOA to coordinate on a solution; the board and staff noted that installing drain tiles is most likely an HOA responsibility but agreed to share information and explore coordination.
The board heard an update on storm-surge protection and resilience planning from Eric Long, who said Pelican Sound is developing a 5–10 year action plan and proposed an advisory/review panel. Long presented a hypothetical topographic analysis suggesting a 10'–12' storm surge could have flooded an estimated 45%–55% of the community, and asked the CDD to designate board and staff representatives to assist coordination with state, county and village-level partners. Mr. Long and newly appointed board member Keith Merrill agreed to assist; Mr. Krebs was authorized to support as needed.
On capital projects, the board approved RG Architects, P.A. to redesign two gatehouses (a façade "facelift," not demolition) and discussed project details including required elevation certificates and a reimbursable $62,500 design booking to be invoiced when financing is issued. The board also approved a Bowman Consulting Group proposal to replace monuments and master signage throughout the CDD. Mr. Long will lead design coordination and provide neighborhood updates; Mr. Blumenthal will serve as the board liaison.
The meeting record shows discussion and staff follow-up; no CDD-funded immediate remedial action for the Sorensen home was pledged during the meeting.
