Council approves Walnut Creek Community Church site plan with added ADA parking condition

City planning staff presented a site-plan review for the Walnut Creek Community Church redevelopment on 964th Street, describing a 2.82-acre parcel and a 25,549-square-foot building with proposed updates to sidewalks, ADA ramps, landscaping and limited changes to impervious surface.
The city planner said staff and the Planning & Zoning Commission recommended approval subject to one outstanding condition: the site must provide five ADA-compliant parking spaces. The plan as presented identified four accessible spaces; staff and the applicant explained the slope constraints and the steps proposed to re-locate and cluster accessible stalls so they tie directly to an accessible sidewalk route to the main entrance.
Civil engineer Nikki Neal, representing the applicant, explained that the design would move the four existing marked spaces, add a fifth, and route them to an accessible sidewalk so the spaces provide a direct accessible route to the entrance. Council members asked about travel distance to the accessible spaces for seniors and others with limited mobility; the applicant said the design sought the shortest practical accessible route given existing grades.
A motion to approve the site plan with the staff conditions carried on roll call. Council asked staff to review the final layout before issuing full approval to ensure the revised stall layouts meet the five-space ADA requirement.
