Council approves routine consent items; library solar grant referred to finance committee

The Butte-Silver Bow Council of Commissioners on July 1 handled a broad consent agenda of routine communications, agreements and appointments.
Appointments and reappointments were concurred and placed on file for multiple boards, including the Public Art Committee, Friends of the Urban Forest Board, the Zoning Board, the Superfund Advisory & Redevelopment Trust Authority Board and the Planning Board. Event and street-closure requests for the Mother Load Theatre Food & Music Festival (Aug. 8–9) and the Pacific Plumbing Supply grand opening (July 21) were concurred and placed on file.
Human Resources submitted three memoranda of understanding authorizing Chief Executive J.P. Gallagher to sign MOUs with the Butte Police Protective Association, the International Union of Operating Engineers Local No. 400 and the Amalgamated Transit Union Local No. 381; the council concurred and placed these items on file. Other consent items included a five-year Johnson Controls agreement for fire sprinkler inspections at the Butte Civic Center and a Compunet VPN licensing renewal.
Commissioner Jim Fisher asked about the timing of a planned flow release from the Silver Lake water system into the Clark Fork River (item 2026-346); Jim Keenan said staff were looking to postpone the release later in the year to avoid compounding flood risk. The council also approved a 2026 miscellaneous concrete contract that Public Works said will fund curbing around Missoula Street and associated storm piping.
Library Director Stephanie Johnson requested a $39,000 grant to install solar panels on the library roof; Commissioner Michele Shea asked whether match requirements were met and Karen Hassler said the match has been satisfied through state funds. The library grant (communication 2026-351) was referred to the Finance & Budget Committee for verification of any local match requirement.
Several consent motions, including approval of minutes and multiple "concur and place on file" items, carried unanimously.
