Board members debate reverting to committee structure, citing transparency and time pressures

The proposal—raised by the Board President as a new-business item—prompted a sustained exchange among members about transparency, workload distribution and meeting cadence. “I don't want the the response of how to heal, what's good, and what's not. I want the facts,” said Committee member (S5), stressing that members need concrete information before votes. Committee member (S4) said members should receive committee reports or brief emailed summaries so all trustees can be equally informed ahead of decisions.
Staff member (S8) and other members described tradeoffs: committee-of-the-whole meetings can be simpler to manage administratively but may make the board less nimble; committee meetings allow deeper review but require strict timelines for chair reporting. “In the last structure ... you'd attend these committee meetings and then you would get a brief blurb at a board meeting when you're voting on something,” said Staff member (S8), arguing the choice depends on what works for the community and the board’s personalities.
Several members raised specific concerns about notice and new business arriving without adequate lead time. One trustee noted that new-business items were presented that evening and asked for at least 48–72 hours’ advance materials when a vote is expected; another member said Tuesday evenings are the only consistently available night for many trustees and suggested committees meet then if the board returns to a committee structure.
The board did not take a final vote to change its structure; the chair said the body will keep the current committee-of-the-whole arrangement “for now” and work on a framework that would define committee responsibilities and reporting if a change is later proposed.
The board’s next procedural steps include drafting committee descriptions and a timeline for committee-chair reports to ensure information flows to all members in advance of votes.
