Board approves road design, awards pump station bid and reviews budgets; EMS staffing discussed

The Village Board approved several infrastructure and budget actions on Sept. 16, 2024. Director of Public Works Mitch Vis recommended using State and Local Fiscal Recovery Funds for a near-term traffic safety fix: an all-way stop at Prospect Avenue and McKinley Street, and recommended hiring a small contract for design work; President Mike Streetar moved to proceed with the design and the motion passed 5–0.
The Board also awarded the Booster Pump Station Transmission Main Loop project to David Tenor Corporation for $184,990; Trustee Mike Will moved to award and Trustee Ann Price seconded; the motion carried unanimously.
On budgeting, Administrator Nick Leonard reported the Library fund balance is likely to be exhausted in 2025 and projected a roughly $20,000 shortfall for the 2026 library budget unless further action is taken. The EMS budget proposed two additional full‑time positions; Fire/EMS Chief Jake Flaherty explained that he could support only one hire now, and noted that a proposed replacement fire engine would take four to five years to build with current bids near $1.2 million. Leonard also said the 2025–26 two‑year CIP was about $400,000 over the target two‑year borrowing goal of $1.6 million, though the village holds about $1 million in capital fund balance.
The Board did not take final action on staffing levels but recorded the budget discussions and the bid award in the meeting minutes.
