San Juan commission approves multiple liquor permits, denies rezoning and tables another request

The San Juan City Commission approved two conditional-use permits for off-premise beer-and-wine sales, denied a request to rezone two lots on East 11th Street to multifamily and tabled a larger multifamily rezoning while staff gathers additional information.
Staff planner Monica Gomez told the commission that the proposed M and M Chill Spot Drive Thru at 301 South Cesar Chavez Road (applicant: Mar and MR 1994 LLC) has operated since 2010 and the applicant is seeking the required conditional-use permit for off-premise sales; staff recommended approval and the commission approved the permit by voice vote. Gomez said the proposed hours were 10 a.m. to midnight and that eight property owners were notified; no written comments were received.
The commission also approved a conditional-use permit for a new Dollar General (store 25987) at 2703 North Veterans Boulevard. Gomez said notifications were mailed to property owners within the 200-foot radius, planning and zoning recommended approval and the commission voted to carry the motion.
A separate hearing for a drive‑thru at 4101 North Veterans Boulevard (Santa Celada Incorporated) was presented; staff said that location has operated since 2010, the ownership is changing, and planning and zoning recommended approval. No public opposition was reported during the hearing.
On a contested land-use item, neighbors including Martinez spoke against a rezoning request at 3307 East 11th Street, citing increased traffic, the absence of sidewalks and proximity to a middle school. Martinez told the commission, “We’re all against it…there’s no sidewalk,” and urged commissioners to deny the request. Planning staff and the planning and zoning commission had recommended denial; the City Commission voted to deny the rezoning.
A separate rezoning request for a 6.68-acre tract submitted by Tayshia Group LLC was tabled at the applicant’s request while additional information is provided to the commission.
The commission also handled administrative and procurement matters. The body adopted on first reading an ordinance to establish fees to defray the cost of collecting recorded municipal liens and later approved a contingency-fee contract with Purdue Brandon Fielder Collins & Mott LLP to pursue delinquent municipal liens on behalf of the city; staff said there would be no cost to the city and the firm works on contingency. The commission authorized staff to solicit requests for qualifications for engineering services and approved the consent agenda, including minutes from May 8 and June 25, 2024. The commission entered an executive session under the Texas Open Meetings Act for legal consultation and returned with no action taken.
The meeting ended after a 22‑minute executive session; no further votes were recorded at that time.
