Treasurer Kevin Barron presented the township’s midyear financial report for the six months ending June 30. Barron said the general fund is ‘‘in a strong financial position’’ with year‑to‑date revenues of about $10,900,000 (roughly 63% of the annual budget) and year‑to‑date expenditures of about $8,919,000 (about 44% of the annual budget), leaving a surplus of approximately $2,800,000.
Barron highlighted major revenue contributors (real‑estate taxes) and said earned income tax receipts lag expected second‑quarter timing. He noted specific fund results: EMS Fund revenues about $1,100,000 with expenditures roughly the same; the swim‑club enterprise fund showed $258,000 in revenues and $88,000 in expenditures through June producing a net around $170,000, though Barron cautioned the pools opened mid‑June so the seasonal effect is not full year. He also listed capital improvement fund revenues and sources, including interfund transfers, ARPA funds, and settlement funds.
Supervisors asked for clarifications about grant timing (awarded vs. received), accounting treatment of recent pool/parking expenditures, and whether rec‑assessment fees apply to multifamily units. Staff confirmed the Palomino Watershed grant is awarded but not yet reimbursed and that the rec fee applies per dwelling unit including multifamily structures. The board asked for a future breakdown of police overtime categories (court, sick coverage, etc.), which staff said they can produce.
Barron and supervisors agreed to further analysis and outreach before budgeting decisions later in the year.
