Star Valley Ranch council adopts new short-term rental rules in 3–2 vote

On Dec. 9, 2025 the Star Valley Ranch Town Council approved the second reading of Ordinance 2025-09 (Title XI, Chapter 113), which updates short-term rental regulations for the town.
Councilman Ellis presented the ordinance and said one change prohibits splitting a single-family dwelling into more than one short-term rental unit. He also said the ordinance requires the town to post a short-term rental address and the corresponding permit number on the town's official website and includes provisions for listing short-term rental property violations.
Councilman Merrill said she was waiting for the Town Attorney's input on whether a grandfather clause should be added for a third reading and questioned continuing a signage requirement if permit information will be posted online. Merrill said owners who are on-site at their short-term rental tend to maintain properties better.
The adoption motion passed on the second reading with Mayor Rok, Councilman Ellis and Councilman Bitter voting aye; Councilman Merrill and Councilman Toolson voted nay.
The council did not finalize additional changes at the meeting; Merrill indicated possible revisions contingent on attorney advice before the third reading.
