Council keeps residential uses out of commercial zones for now

On Oct. 29 the Star Valley Ranch Town Council considered the third reading of Ordinance 2025-07, which would have changed dwelling space in commercial zones from 'not permitted' to a conditional use.
Mayor Rok opened the discussion, and Councilman Merrill said the council should not rush the change because no formal development proposals have been presented. Resident Sandy Willis described a prior conversation with a property owner about potential residential-commercial combinations but noted no formal plans had been submitted. Councilman Bitter warned against the appearance of "slipping something in" during a third reading.
After discussion about whether the town should first update multi-use zoning language more broadly, the council agreed to keep dwelling space listed as "not permitted" in commercial zones for now and to take up the question as part of a comprehensive code update in the future. No formal vote to change the ordinance was recorded at the meeting; the third-reading discussion ended without adopting the amendment.
