The authorization also permits the county to accept and use any intervener funds tendered by Headwind Solar to cover participation costs, subject to applicable law and any MPSC or court-imposed conditions or refund obligations.
The resolution instructs county staff to coordinate with Cohocta Township, Conway Township, Headwind Solar and appropriate county officials regarding project impacts and potential host-community protections. The clerk took a roll-call vote; the motion carried with a single recorded 'no' by Commissioner Panovich; Commissioners Domas and Deaton were absent.
Proponents at the meeting noted a tight deadline for intervenor filings; earlier in public comment Mark Foster urged the board to intervene, citing deficiencies in Headwind Solar's notification to the county and a July 21 deadline for response. The authorization gives county counsel authority to accept professional funds under the constraints of law and MPSC rules and to proceed with standard intervener activities.
