Haysi council announces three nominees for vacancy; nominee Allison Mullins outlines qualifications

Haysi — The Haysi Town Council on June 2 announced three nominees to fill a vacant council seat and heard from one of the nominees, Allison Mullins.
Attorney Josh Evans told the council the interim appointment process follows Virginia Code Section 24.2-228, which requires a public meeting at least seven days before an interim appointment and that the names of proposed appointees be announced and related materials made available. Mayor Larry D. Yates read the names submitted to the council: Allison Mullins, Michael Dean Herzberg and Amanda Boyd. Evans said the council had set a May 29, 2026 deadline for nominations and that no formal documentation was required for nominees.
Allison Mullins, of 613 Bartley Street, used the meeting’s public comment period to present her background and argue for consideration. She said she previously served as Haysi’s town attorney and during that time worked on the town’s annexation, water projects and the Haysi Clinic. Mullins also said she taught civics for six years, is registered to vote in Haysi, owns the home on Bartley Street and plans to remain involved in the town for the next two years before retiring. She asked the council to consider her experience and connection to the community as it makes the interim appointment.
Mayor Yates had the town clerk, Amanda Perrigan, read the town’s public comment policy at the start of the period; the mayor then waived the normal sign-up and time restrictions to allow Mullins to speak. The minutes note Council Member Susan Tiller briefly left the meeting during Mullins’ remarks and later rejoined.
Earlier in the meeting Council Member Carter Branham moved and Council Member Susan Tiller seconded approval of the agenda; the motion passed unanimously by verbal vote. Before adjourning, Attorney Evans explained how the council would handle the next week’s appointment process. Vice Mayor Michael Harris moved to adjourn, Carter Branham seconded, and the motion passed unanimously.
No interim appointment was made at the June 2 meeting; the council indicated the appointment process will continue at the next scheduled meeting.
