Commissioners and public members debated grant eligibility for historic preservation (staff said extensive prior modifications complicate eligibility), the building’s sentimental and historical value (constructed in 1889), the quantity of usable space (estimates cited ~70,000 sq ft) and whether phased preservation could spread cost over multiple years.
Multiple public speakers, including at least one citizen‑committee member who said the building carries strong local historical value, urged preservation or a hybrid approach that would hold the shell while planning future uses. Commissioners discussed whether to authorize ARC, Inc. (a firm used previously) to perform the work or to run a competitive RFP; the motion approved issuing an RFP and staff will prepare scope and schedule for a competitive procurement and return with a time frame and cost estimate.
