Haysi council awards contract for handicap-access ramp under VOF grant

The Haysi Town Council on June 9 approved a contract with contractor Dean Hill to construct a handicap-access ramp at the Splashdam property as part of a Virginia Outdoors Foundation grant-funded project.
Clerk Amanda Perrigan presented three quotes and told the council the lowest responsive bid was from Dean Hill for $16,500, which included a concrete pad. Perrigan said Dean Hill offered two optional add-ons—a grill for $200 and spreading gravel for $1,000—bringing his total quoted cost to $17,700. "The work on the ramp had to be completed by August 31," Perrigan said, noting Department of Wildlife Resources and U.S. Army Corps of Engineers timing restrictions limited construction to dry months.
Attorney Josh Evans advised the council that awarding the contract required formal approval. Council Member Carter Branham moved and Council Member Debbie Wood seconded the motion to enter into contract with Dean Hill; the motion passed unanimously by verbal vote.
The clerk said other grant components not covered by the ramp bid include trash receptacles, an accessible picnic table, signage and security cameras. The council did not specify final procurement details for those items at the June meeting.
Next steps: the contract will be executed and the town and contractor will proceed with permitting and scheduling to meet the Aug. 31 deadline.
