• Acceptance of Sandstone Point Townhomes public improvements: Community Development staff recommended accepting the sanitary sewer lift station, sewer mains and water mains while withholding streets and stormwater conveyance until construction is complete. • Industrial revenue bond termination and conveyance for Richland Apartments: City Clerk Chris Brake told council the $1,285,000 Series 2015 industrial revenue bonds had been paid off on or about Jan. 1, 2026 and that the tenant gave required notice; council adopted a resolution to execute conveyance and release documents (vote passed, yes votes recorded).
• Centennial Park Extension memorandum of understanding authorized: After earlier workshop discussion, council authorized the city manager to sign an MOU for the Centennial Park Extension project. Councilmember Blanks abstained due to a reported consulting relationship with Shiner Holdings; the motion passed (7 yes, 0 no, 1 abstain).
Procedural note: On the short‑term rental Unified Development Ordinance amendment (Item BSZ‑001‑26), council did not adopt the ordinance; after public comment and debate council voted to remand the proposal to planning and zoning to revisit downtown inventory and spacing/density questions.
Votes and motions are recorded in minutes and the clerk’s roll call; council asked staff and Planning & Zoning to return with revised language on downtown density and spacing for council consideration.
