- Police Taser purchase: Chief Matthew Gregory presented an Axon Enterprises quote totaling $45,564 over 60 months. The City had budgeted $30,000; Council approved an initial $30,000 payment and to amortize the remaining $15,564 over four years at $3,891 annually (motion by David Thomas and Pamela M. Bucklew). The motion carried.
- E911 Addressing: Mayor Robbie Skinner and Director Ethan Crosten described the need to adopt the E911 addressing system (to eliminate fractional addresses the USPS may deem undeliverable). Councilmembers Scott D. Randall and David Thomas moved to approve proceeding with adoption, direct staff to pursue funding and direct the City Attorney to prepare necessary ordinance language; the motion carried.
- Ordinance No. 476 (Water Rates): Council approved the ordinance on second reading; the measure will return for third reading Nov. 6, 2025.
- Adjournment: Recorder Randall moved to adjourn at 8:13 p.m.; the meeting was closed.
