Council approves North Locust Mural Wall project, declines larger sidewalk option

City Engineer Jay Hollen presented two projects tied to a West Virginia Division of Highways grant at the Buckhannon City Council special meeting on July 15.
Project No. 1 was a North Locust Street sidewalk and lighting project with an estimated construction cost of $728,195 and a city share of $145,639 (20%). Hollen said design work had been approved by WVDOH and that the phase would construct approximately 2,100 feet of sidewalk and install 21 streetlights from the Buckhannon Crossroads/Route 20 intersection to the Lowe’s access road.
Project No. 2 was a North Locust Street Mural Wall project with an estimated construction cost of $129,002 and a city 20% match of $25,800.40. That project would include roughly 200 feet of sidewalk, three streetlights and landscaping at the North Locust and Main Street corner where the City of Buckhannon mural exists.
Mayor Robbie Skinner asked for a motion on Project No. 1 but no motion was made. Council Members David Thomas and Robert Zuliani then moved and seconded approval of Project No. 2; the motion carried.
The council did not adopt the larger North Locust sidewalk & lighting project at this meeting. The approved mural-wall project's construction and funding details will proceed through the usual engineering and grant-administration steps.
