Charles Town board moves to incorporate estate pavilion gift into pool project

The Charles Town Parks and Recreation Commission reviewed an estate gift and voted to direct project engineers to include a pavilion and garden in the Jefferson Memorial Park pool/master-plan work, the board announced at its Jan. 23 meeting.

Staff presented a letter from the estate of Sheila Clifford specifying that the endowment be used to provide a pavilion and garden at Jackson Memorial Park; meeting materials referenced the request (packet p. 67). Commissioners discussed naming, pet-water access and fencing to allow public use while protecting pool areas.

A commissioner moved to incorporate the pavilion into the pool/master-plan and to ask the project's engineers to include the pavilion in design work; the motion was seconded and approved by voice vote. Meeting minutes record that the gift amount in the packet or transcript was unclear; the transcript contains a garbled figure and does not provide a verified dollar amount.

Why it matters: an externally funded pavilion could reduce the city's capital burden for the pool-area project and influence siting and design decisions. Commissioners noted the estate's specific requirements (pavilion and pet-drinking-water access) and raised maintenance questions the city must address if it accepts and implements the gift.

Next steps: staff will work with the project engineers (Thrasher Engineering was referenced for other pool work) to include the pavilion in schematic designs and report back to the board; staff also noted the estate settlement process could delay availability of funds.
