Public commenter warns DOE proposal, urges Board of Nursing to strengthen transparency

Terry Roberts, presenting as a member of the nursing community, told board members she first learned about a U.S. Department of Education proposal in April and said early briefing notes suggested broader reporting obligations for some programs. Roberts said the nursing profession is monitoring the proposal and has engaged national organizations to respond. "You never know what the impetus for these things are," Roberts told the board, and she urged nurses and stakeholders to submit comments as the federal process moves toward a regulation and notice in the Federal Register.
Roberts also criticized internal board practices she described as lacking transparency, describing an earlier finance‑committee action that removed a fee proposal without public discussion and citing limits on sharing a licensee survey. She urged clearer public access to committee deliberations and disclosure about committee membership and recusal practices. "You cannot claim transparency then pick and choose the items you favor transparency for," Roberts said.
Board staff responded with operational updates: Carol Moreland and Adrian Guerrero said staff had posted an "information center" on the board website with the agency action plan, links to submitted coalition documents, and a plan to expand public availability of survey results. Staff also described ongoing meetings with legislative leaders and said the board has engaged NCSBN and other national partners to monitor federal developments and help shape comments.
No formal board action was taken on the DOE issue during the meeting; staff said they will continue outreach and will provide updates to the board as the federal process evolves. On transparency, the board accepted the need for improved communications — staff described monthly action‑plan updates published on the board website, social media distribution, and a plan to prepare a one‑page annual summary for legislative outreach.
The board’s public‑comment period, committee reports and follow‑on work remain the primary spaces for stakeholders to raise concerns; staff said documents referenced by Rosen (the Nursing Community Coalition letters and NCSBN participation) are included in the on‑site packet and linked online.
