The Hinckley Town Council held a public hearing on July 2 to receive input on issuing up to $1,500,000 in wastewater revenue bonds to finance wastewater system and lagoon improvements.
Council Member Kristi Townsend summarized assistance the town previously secured in October 2025 from the Water Quality Board and the Clean Water State Revolving Fund: forgiveness of a $267,000 design advance as a hardship grant upon loan closing; a $961,000 loan at 1.33% for up to 30 years; $750,000 in principal forgiveness for lagoon construction; and a $113,000 hardship construction grant for engineering management. Townsend said special conditions include annual participation in the Municipal Wastewater Planning Program, completion of a water conservation/management plan, and implementation of an asset management plan or useful‑life certification.
The council opened and closed the hearing (the hearing was opened at 7:05 PM and closed at 7:07 PM) and no members of the public offered comments.
