Hallock council authorizes payment of bills, approves permits, service agreement and energy rate lock

At its April 7 meeting the Hallock City Council authorized payment of city bills and payroll and approved a package of routine administrative items, including building permits, a lighting service agreement and donations.
Finance: The council authorized city payments listed in the minutes: total check amounts of $166,478.06 (AF) and $23,375.22 (UVB), and a payroll transfer of $48,877.44 covering wages, taxes and benefits. Councilor Totleben moved approval; the motion was seconded and carried.
Pool manager: The council approved the rehire of seasonal pool manager Katie Maaninga at $17.69 per hour. Councilor Kevin Waller abstained from that vote, citing a conflict of interest.
Permits and contracts: The council approved building permits for new construction and property improvements (Tage & Connie Johnson; Joel & Diane Muir; Scott & Sherri Klein). The council also approved an Otter Tail service agreement for outdoor lighting replacement under which the city purchases bulbs and Otter Tail charges $141.50 per hour for replacement labor.
Donations and liquor permits: The council accepted donations of $500 for the Hallock Pool and $250 for the Hallock Fire Department (Resolution 2025-14). The council approved Resolution 2025-13 and Resolution 2025-15 authorizing Two River Golf Club to dispense alcohol at two upcoming events on April 25–26, 2025.
Energy supply: The minutes record discussion of Constellation energy pricing. Hallock’s physical basis was listed in the minutes at -$0.14 (compared with -$0.19 elsewhere) and Mayor Dave Treumer moved to lock a physical basis at -$0.58 for November 2025 through October 2027; Councilor Waller asked staff to check what percentage of gas purchases are covered under the arrangement and signaled interest in increasing the percentage if favorable rates exist.
