Council accepts low bid from Spruce Valley for street project; one assessment resolution tabled

The Hallock City Council voted April 7 to accept the low, responsible bid from Spruce Valley Corporation of Middle River, Minnesota, for the city’s street project and approved Resolution 2025-10 to that effect.
Moore Engineer Zach Thoma told the council the action was time-sensitive because the 60-day bid-holding period was ending. Councilor Kevin Waller moved the resolution to accept Spruce Valley’s bid; Councilor Jennifer Peterson seconded and the motion carried.
A separate resolution, 2025-11, dealing with assessments was tabled pending legal guidance. Thoma told the council that the interest rate must be set at the time of certifying the final assessment roll; the council deferred action so staff and counsel can confirm the rate and certification process.
Engineer Thoma said he would send Administrator Kroening an amortization table requested by a resident seeking clarification during public comment.
The minutes do not include a roll-call vote tally for Resolution 2025-10 and record the tabling of Resolution 2025-11 for future action.
