Hallock council approves airport pavement and planning task orders; MNDoT to fund weather station

The Hallock City Council on April 7 approved two task orders with Bollig Engineering to address immediate pavement maintenance and to begin targeted planning for apron expansion and a partial parallel taxiway.
Angela Holm of Bollig Engineering told the council the firm also prepares grants for the city, saying, “Bollig writes them, we have a team to do that work for you.” Holm said the city is slightly short on entitlements and proposed a temporary entitlement loan with the City of Tracy; she noted Hallock receives about $150,000 per year in entitlements.
Airport Manager Jeremy Seng reported Minnesota Department of Transportation funding for a new Automated Weather Observing System (AWOS) to replace equipment he described as “currently 40 years old” and increasingly difficult to maintain because replacement parts are no longer available. Seng said the AWOS replacement would be installed, if all goes to plan, by the end of summer.
Seng updated the council on arrival/departure area work — new flooring, doors and trim expected to be finished by month’s end — and on hangar repairs: Bakken was obtaining measurements and ordered materials for ceiling liner panels for the new hangar repairs. He also noted ongoing runway maintenance costs, saying runway light bulbs have “gone up drastically in price and have been harder to get.”
Administrator Kendra Kroening asked who was occupying unrented hangar 20; Seng said he had temporarily stored planes and a courtesy car and trailer there and explained his rationale for doing so. Kroening asked that the city move to rent the space.
The task orders were approved by council motion; Task Order 2 covers pavement maintenance and Task Order 1 advances planning for apron expansion and the partial parallel taxiway. The council also approved related motions to accept Bollig’s recommendations and to proceed with grant outreach as proposed.
The council did not set a formal timetable in the minutes for grant applications or the entitlement loan; Holm said the Tracy arrangement would be a loan and that Hallock would “loan back” entitlements when appropriate. The minutes record the entitlement figure of $150,000 per year but do not include a formal agreement or schedule for the proposed loan.
