The City of York Zoning Hearing Board voted to grant a special exception and a parking variance that will allow World Taste and See Ministries to operate a community center at 47 Northwest Street.
Applicant Corine (Corrine) Knight, president of World Taste and See Ministries, said the nonprofit — founded in 2023 — runs street outreaches, meals, youth programs and hygiene/resource distribution in West York and has built neighborhood relationships. Knight and engineer William Collins walked the board through a phased renovation plan that keeps the building footprint unchanged, adds interior improvements for ADA access and designs an initial program capped at fewer than 30 occupants at a time until future phases expand capacity.
Board members questioned on‑site parking; Knight said volunteers currently park at nearby His Mercy Ministries and that the ministry had gathered signatures of neighborhood support. Engineer William Collins noted plans to convert existing large garage openings to a single doorway that could restore some on‑street spaces. Neighbors and board members raised concerns about parking pressure in the area; the applicant emphasized coordination with LifePath and other service providers to avoid overlap and said hours would be daytime and evening (not overnight or 24/7).
After discussion, the board approved a motion to allow the special exception under UN2 zoning and then approved the requested parking variance (1 off‑street space per 250 sq ft standard) to accommodate the community center. Recorded votes showed unanimous board approval on both motions. The approvals are conditioned on compliance with building permits, ADA adjustments, and the usual land‑development and permitting reviews.
