The Lyon County Board of County Commissioners approved a package of routine items and contracts during its July 16 meeting, including interagency agreements, a multi‑year plan for telephone surcharge funds, and several budget and personnel adjustments.
The board approved a memorandum of understanding with the Central Lyon Fire Protection District to formalize concurrent plan review and coordination between the county building department and the fire district. Community Development staff said the change codifies a process already in use and will allow both agencies to review and approve plans within the county's permitting system. The motion passed 5–0.
Comptroller Josh Foley presented a five‑year master plan for telephone surcharge funds; the plan retained the committee's recommendations with small dollar‑amount adjustments. After brief public comment, the board approved the master plan 5–0.
The commission also approved a two‑year contract with ThreatLocker for network security software beginning July 31, 2026, at $31,651.97 per year; the contract was part of previously approved budget items. A request to transfer $3,000 from contingency to cover tree removal at Hillcrest Cemetery ($5,950 total cost) was approved. The board also approved a clerical correction to add the emergency management and government affairs director to the management pay plan effective July 1, 2026.
Human Services Director Shayla Holmes presented and the board accepted a new rapid response stabilization services grant from the Nevada Department of Health and Human Services Division of Social Services for $268,287 to support emergency assistance, transportation, child‑care support, parenting education, behavioral health and case management; the acceptance passed 5–0.
All actions noted above were approved unanimously. No items were pulled from the consent agenda, which the board had approved earlier in the meeting.
