Lyon County commissioners voted to send a proposed change to the county development code back to staff for ordinance drafting that would allow secondary trade and technical education as a conditional use in the county's heavy industrial zoning district.
Community Development Director Gavin Anderson told the board that staff reviewed Title 15 land‑use tables and recommends adding trade and technical education (post‑secondary vocational programs) as a conditional use in the heavy industrial district to support workforce development and to place training close to prospective employers. "Staff believes this agreement strengthens interagency coordination, improves customer service for the development community, and helps ensure development projects move through the permitting process," Anderson said while outlining the planning rationale and the proposed process for conditional use review.
The proposed change drew support from several commissioners who said trade schools would help local workforce needs. Commissioner Casanelli said he supports post‑secondary trade and technical education "simply [for] workforce development" and noted that a conditional use permit process would allow case‑by‑case review.
At the public‑comment period, resident Matthew Winterhawk opposed broad code changes without restrictive language. "What I'm not about is utilizing a loophole, possibly exploiting the fact of bringing an education that will then turn around and change that ... into a hyperscale industrial campus," Winterhawk said, urging the board to use precise language that prevents zoning from being repurposed to allow unrelated industrial or data center projects.
After discussion, the commission did not amend the code on the dais but voted unanimously to direct staff to draft specific ordinance language to add secondary trade and technical education under a conditional use permit in the Title 15 heavy industrial district and return the draft for future consideration.
The commission's direction means a formal ordinance will be prepared and brought back to the planning commission and board for public hearing and final action; no code change takes effect until the required hearings and an adoption vote occur.
