Dodge County adopts $1.19 million Local Roads grant and awards $1.18 million contract for 2025 road work

County Manager Conner Bearden requested the budget amendment to reflect the grant funds and associated expenditures. Commissioner Brian Watkins moved to approve the amendment and Commissioner Leigh Ann Greene seconded; "all present voted in favor," and the motion passed.
Bearden presented three competitive bids for the project: East Coast Asphalt at $1,202,890.22; Griffin Grading and Concrete at $1,208,142.59; and The Scruggs Company at $1,177,620.38. Commissioner Sharon Cobb Flanagan moved to accept the lowest bid from The Scruggs Company; Commissioner Watkins seconded and the board approved the award unanimously.
The approvals formally allocate the Local Roads Administration grant to the county’s road program for 2025 and authorize the contract award. The board did not record conditions or amendments to the contract in the meeting minutes; staff will proceed with standard contracting steps.
Manager Bearden also updated commissioners on other procurement matters, saying the county is still collecting bids for a fuel management system and will present remaining proposals at a future meeting.
The board’s actions on the budget amendment and contract award were voted on during the July 21 meeting at the Dodge County Pearl Bates Courthouse Annex and are effective upon the usual execution of contract and budget documents.
