Stanton Community Schools board approves construction-manager-at-risk for potential elementary, adopts student fees and multiple policies

Stanton, Neb. — At its July 14, 2025 regular meeting, the Stanton Community Schools Board of Education approved a construction-manager-at-risk agreement with Beckenhauer Construction for a potential new elementary school and adopted several policy and budget-related items.
President John Mandl convened the meeting at 7:00 p.m. and all board members were present. The board voted unanimously to approve the construction-manager-at-risk agreement with Beckenhauer Construction after Superintendent Darren Soucie presented the proposal and project context. The motion was made by David Morfeld and seconded by Brian Wehner; the record indicates all members present voted in favor.
The board also approved a Trane quote of $14,105 to repair one middle school gym air compressor. That motion was moved by Brian Wehner and seconded by David Morfeld and carried unanimously.
On policy matters, the board approved second readings of a long list of policies (numbers listed in the minutes) and took two rescission actions: rescinding board policy 5001 forms and policy 6410. The board adopted the Student Fees Policy (Policy #5416) for the 2025–2026 school year and re-adopted the Bullying Policy (Policy #5415) without alteration. Motions on the policy items passed by unanimous vote of members present.
Administratively, the board accepted Administrative Regulation #4133R1 (the substitute salary schedule) and appointed John Mandl, Shad Pohlman and David Morfeld to the Governance, Americanism & Wellness (GAW) committee. The board authorized payment of District #3 bills presented at the meeting and accepted the Activity Account, Treasurer’s, Account Summary and Revenue reports.
The board set its next regular meeting for Aug. 11, 2025, at 7:00 p.m. in the High/Middle School Library and adjourned at 8:40 p.m.
Why it matters: approving a construction-manager-at-risk agreement is an early contracting step that allows the district to move forward with preconstruction planning for a potential new elementary school while preserving options for the project’s scope and schedule. Adopting the Student Fees Policy and re-adopting the Bullying Policy set the district’s rules and expectations for the coming school year.
