Silver Creek Township accepts Xcel sirens donation, approves equipment purchase and $1 wage increase for maintenance worker

At its Sept. 17, 2024 meeting the Silver Creek Township Board of Supervisors accepted two emergency sirens donated by Xcel Energy and approved a series of routine administrative actions and expenditures.
Supervisor Ryan Nelson moved to accept the two sirens as a donation from Xcel Energy; Chairman Mike Helman seconded the motion, and it carried unanimously, 3-0. The board did not record further conditions on the donation at the meeting.
The board approved the consent items that included past meeting minutes and an audit of claims. The minutes list four claims by check number and amount: 18989 ($60.00), 189993 ($212.52), 18997 ($61.06) and 19496 ($278.14). Supervisor Ryan Nelson moved to approve the list of claims; Supervisor Andy Christensen seconded. The motion carried, 3-0.
On procurement, Chairman Mike Helman moved to accept Northstar Technologies' quote and invest up to $12,000 in computer equipment; Supervisor Ryan Nelson seconded. Supervisor Andy Christensen abstained from that vote, citing a conflict of interest. The motion carried with two affirmative votes and one abstention. The board did not provide additional specification of the equipment at the meeting.
The board approved a personnel change. Supervisor Andy Christensen moved to increase the maintenance employee's hourly wage by $1 to an hourly rate of $33; Supervisor Ryan Nelson seconded. The motion passed, 3-0. The minutes describe the review as "favorable" but do not provide further performance details.
Other approvals and authorizations included a motion from Supervisor Ryan Nelson directing staff to begin conversations with gravel pit owners about extending or continuing the township's gravel contract, and a motion from Chairman Helman to allow up to $300 for two maintenance employees to attend chainsaw training on Nov. 13 hosted by Maple Lake Township; both motions passed 3-0.
Clerk-Treasurer Alana Paumen reported account balances and administrative items: General $127,542.29; Contingency $9,646.46; R&B $403,014.54; Fire $55,099.86; ARPA $13,772.51; Checking $24,708.69. She also reported an increase in the township attorney's hourly rate (noted in the minutes as $275/$300), ongoing work with the county to finalize parcel counts for fire-fee calculations, and that quarterly recycling reports will be added to future Clerk-Treasurer reports as they become available. Board members noted an audit meeting with the CPA and set a deadline for providing audit materials to the CPA by Sept. 30.
The board adjourned following a brief closed session. The meeting ended after a motion to adjourn that carried 3-0.
Next steps: staff to provide audit information to the CPA by Sept. 30; 134th Street culvert work is scheduled to start the first week of October; the board will revisit hall flooring quotes and additional vendor information at a future meeting.
