The Historic Preservation Commission approved a Certificate of Appropriateness on Jan. 8 for a proposed commercial structure at 62 Bruin Road in the Tabby Roads development, subject to conditions and two specific determinations concerning exterior materials.
Staff presented the application, noting several items that required clarification—whether attic space constituted a half story, certain window types, garden wall dimensions and materials, existing tree removal and tree‑canopy calculations, and required approvals for plantings in the state road right of way. Staff asked the commission to make determinations about the use of a boral (Boral) base material at ground level and the use of smooth‑face Hardie panel for some soffits, which the UDO does not explicitly permit.
Sarah Keppel of Pierce Scott Architects told the commission the apparent slider windows are actually awning windows and described the intended storage and mechanical layout in the roof cavity; she also confirmed ramp and stair materials and said the design team would provide additional dimensions and the tree‑canopy calculation. Commissioners proposed a small list of edits (add a window above the carriage house door, move the porch slab slightly outward, match roof pitches and lower one pitch) and asked staff to retain findings on the listed UDO items.
The commission moved to approve the project with staff recommendations and HPC additions, including findings on the ground‑floor wall material and soffit panel decisions; the motion carried on an affirmative voice vote. Staff will record the conditions and the required findings in the COFA and follow up on site details before permits are issued.
