Crescent City Commission to hold closed session on security plan after attorney affirms notice

Mayor Myers announced at a special meeting on April 15 that the Crescent City Commission would close part of its meeting to the public to discuss the city’s security plan, citing exemptions under Florida law. City Attorney Leo Oliker told commissioners the meeting notice on the city website met legal requirements.
The mayor read a prepared notice saying the commission would "convene in a closed session to discuss matters related to the city's security plan" and cited state law provisions used to exempt security system plans from public meeting and public-record requirements. He said the closed session would be attended only by commission members, the city manager, the sheriff's office, the Crescent City Fire Department and any staff or consultants "as deemed necessary and authorized by law." "The entire closed session shall be recorded by the city clerk," the mayor read, and "the recording shall be fully transcribed and maintained by the city as required by law." He added the transcript and recording would remain confidential and exempt from public disclosure unless ordered otherwise by a court.
City Attorney Leo Oliker affirmed the notice, saying in open session that the meeting was given the same notice as other meetings and that only the portions regarding security measures would be closed to the public and the press. Mayor Myers asked commissioners that "no other business be discussed, except for the actual security plan and security requirements," and reminded attendees not to raise topics outside that scope during the closed portion.
Commissioners briefly referenced a prior attempt to hold a closed meeting that "did not go so well," and the mayor said staff — including Don Holmes and Mr. Martin working with the clerk — had taken steps to ensure the current notice and process were correct. The commission then closed the public portion of the meeting to convene the closed session on the security plan. No public votes on the matter were recorded in the open meeting; the city will keep the recording and transcript confidential unless a court orders disclosure.
