At the April 15 workshop the Crescent City Commission reviewed budget priorities, a pending clerk hire and the status of a rewritten policy manual.
Commissioner updates focused on state-level budget uncertainty and two priority infrastructure items: design work for wastewater improvements and a second-phase water tower project. Speaker 4 said staff had shared the priorities with legislative aides and recommended follow-up with Senator Leake's office; commissioners asked staff to continue advocacy and to notify the commission of any special-session schedule.
On personnel, the city manager reported a finalist for the city clerk position. Commissioners discussed whether to approve an offer administratively or to convene a special meeting for the commission to meet the candidate; the body left the approach to the manager but indicated willingness to hold a short special meeting if the commission wanted to participate.
Staff also described a comprehensive rewrite of the city's policy manual. The draft has been reviewed by the Florida League of Cities and by legal counsel; staff will send commissioners a marked-up comparison and a briefing sheet that highlights deleted and retained legacy policy sections. Commissioners requested highlighted changes to speed review before formal adoption.
Other administrative items: staff expects to circulate the completed audit and consolidated expenditure explanation for FY2024-25 and is piloting a Microsoft 365 finance tool to aid reporting and budget reconciliation ahead of upcoming workshops.
Next steps: staff will follow up with legislative offices about budget priorities, circulate audit documents to commissioners, provide the clerk candidate materials and send the policy manual comparison for review prior to any formal action.
