City staff told commissioners the construction work originally had been expected to be reimbursed through a CDBG (Community Development Block Grant) application but that the completed portion was removed from the final grant package and therefore became ineligible for reimbursement. "While the work will not be reimbursed through CDBG funds, it was both necessary and cost effective and ensured the extension and the looping of the water utility … improved service to current residents along that corridor," the city manager said.
Staff explained delaying the connection until the county's roadway improvements would likely have required directional drilling and could have doubled the city’s cost. The staff briefing cited comparative figures showing a recent directional‑drill award in the area of roughly $587,000 and a larger grant budget number near $598,000 for related work, underscoring the city’s position that completing the work now saved money overall.
Commissioners discussed funding options: the city’s repair‑and‑replacement (R&R) water fund is dedicated to replacement work and staff and the finance director concluded the Oakwood‑to‑Main segment is a new installation, not eligible for the R&R line item. Staff proposed drawing the needed amount from balances in the infrastructure and equipment accounts within the Better Place Plan so no additional overall spending or delays to other projects would be required.
Commissioner questions prompted staff to add a $3,500 mobilization/remobilization fee to the authorization so the county contractor would cover related asphalt work. The motion to approve a resolution identified in the meeting as Resolution 2026‑07 (amended to specify the Oakwood‑to‑Main portion of the CDG/CDBG North Main Water project and to add the mobilization fee) was moved, seconded and approved by voice vote.
A voice tally recorded ayes from the commissioners called and the mayor. The commission approved the reallocation without increasing the city’s total budget and directed staff to track the Better Place Plan balances and consider options to replenish those funds over time.
The commission also discussed related infrastructure priorities and agreed to continue monitoring the repair and replacement account and other upcoming water‑system needs.
