Commissioners asked the Partnership for clearer, objective measures of performance. Agency counsel told the commission the MOU requires a written work plan and quarterly progress reports; staff confirmed the Partnership submitted a work plan and has been providing quarterly activity reports. One commissioner said the Partnership’s most recent activity statements showed limited net revenue and raised concerns about long-term sustainability.
The Partnership’s president said recent events — including a tea, a vintage market and other fundraisers — are producing income that helps meet rent and operating expenses. “We’re making rent now,” the Partnership representative said, describing short-term revenue from recent events and ongoing plans for additional markets and promotions.
Commissioners who pressed for stronger oversight said they were not seeking to micromanage volunteers but wanted assurances taxpayers’ funds were producing measurable results. One commissioner warned that, where the MOU includes general language, judgments about performance can become subjective; staff recommended adding clearer, articulable obligations and monthly reporting to the city manager’s report.
The commission approved payment and directed staff and Partnership leaders to schedule a workshop to revisit the MOU, codify deliverables and set reporting cadence. The motion passed on the record after council roll-call voting.
