Staff said the draft adds ‘‘community land trust’’ language to the CRA mission and explicitly incorporates the U.S. Department of Justice’s 10 principles of community policing to allow frank collaboration with law enforcement. "We added community land trust to the mission statement," said Executive Director Mr. Johnson, presenting the proposed changes. "That gives us more programmatic flexibility and clarifies how we can work with partners."
The update consolidates earlier work that staff said included a 2015 draft that never completed the adoption process and the original 1997 plan. Staff said the 20‑year extension was chosen to provide a longer planning horizon amid recurring legislative proposals at the state level to limit or change CRA authority.
Board members asked how recent state law changes affect CRA grants to nonprofits. Mr. Johnson told the board that the law now requires activities paid from CRA funds to be explicit in the CRA plan; when an activity is spelled out in the plan, staff said, the CRA may work with nonprofit partners under those terms. "If it’s in your plan, you can do it," Mr. Johnson said during the discussion.
Before the vote, staff noted the update also lists a new project: a community land‑trust initiative, and confirms staffing additions and project teams. After discussion, the board moved and seconded the resolution; the chair called for the ayes and the motion carried on a voice vote.
The resolution now advances to the next steps outlined in staff materials, including transmission to counsel and the town for any interlocal or implementation agreements. Staff said they expect follow‑up materials and training for board members on updated procedures in July.
