The Historic Preservation Commission on Tuesday approved a certificate of appropriateness for replacement windows at 748 East Front Street, a non‑contributing 1995 structure in New Bern's historic district.
Staff presented the application and recommended the packet be entered into the record. Phil Jackson, sales manager for Renewal by Andersen’s Central North Carolina division, represented the applicant and displayed a sample of the proposed Fibrex composite window. Jackson said the composite material was introduced to market in the early 1990s and that his company manufactures and installs the product. "Fibrex...can't rot, it can't chip, it can't peel," Jackson said, describing the durability and low‑maintenance benefits he expects to bring while preserving the window’s historic profile.
Commissioners asked about the windows’ grill profiles and confirmatory details; Jackson said the grills between the glass would have a bevel and the firm would add an external grill of Fibrex to match the appearance. After discussion and with staff findings entered into the record, a commissioner moved to find the application "not incongruous" with New Bern code and the district standards; the motion was seconded and passed by voice vote. The commission then voted to issue the COA, with no recorded opposition.
The commission placed standard conditions referenced in the staff report on the approval, including entry of the full project packet and any listed conditions prior to final issuance.
