Placerville council approves compost procurement MOU, retroactive acting pay resolution and routine items

The MOU matches a competitive price of $10 per cubic yard (down from $16.80) and staff estimated an annual cost of roughly $7,000 based on typical procurement volumes. The MOU term runs through Dec. 31, 2027, with annual renewals; staff said the action was categorically exempt under CEQA (CEQA Guideline 15308) as an administrative action supporting environmental protection.
Retroactive acting pay: Staff presented a resolution to retroactively approve temporary upgrade (acting) pay for three unrepresented employees covering Jan. 1, 2022 to July 10, 2026. Acting pay totals reported were $5,514; by adopting the resolution the city will make those past payments CalPERS-credited. Staff said the budget impact was minimal and that acting pay had already been paid out.
Consent agenda and procedural items: The council adopted the evening's agenda and the consent calendar by roll-call vote earlier in the meeting.
Why it matters: The compost MOU helps the city comply with state organic-waste procurement requirements (SB 1383) while keeping the service local at a lower matched price; the acting-pay resolution corrects pension crediting for a small amount already paid.
