Mantua council approves park fence, engineering contract, SCADA add-on, vendor roster and reviews tax and water proposals

The Town of Mantua Council approved several infrastructure, event and contracting items at its June 18, 2026 regular meeting and reviewed tax and utility proposals.
Park and events: The council authorized spending $3,000–$5,000 from the Maple Springs Park operating budget for a low-maintenance vinyl perimeter fence to mitigate liability and protect trees; a proposed ~10-space asphalt parking expansion at the park was tabled pending Planning & Zoning review and a town stormwater policy. The council also approved the vendor roster for Little Valley Days, listing primary food vendors (Miranda’s Empanadas; Mac Attack; The Corn Belt Company; Thai’s Chicken; Soda Cheezy; Jurassic Tacos), dessert vendors and non-food booths. Councilors said event coordination with the Fire Department will continue.
Contracts and infrastructure: The council approved a Master Services Agreement with Forsgren Engineering to provide project-specific municipal engineering work and authorized an initial work order to develop civil specifications for driveways and ditch interaction to support upcoming municipal code amendments; a conflict-of-interest disclosure noted a family employment tie to the Planning & Zoning chair. The council also approved a sole-source Supervisory Control and Data Acquisition (SCADA) add-on for the new water tank to maintain system compatibility; the vendor quote included a $750 adjustment and installation will begin immediately under existing fiscal-year appropriations. Separately, the council retroactively ratified $42,000 in completed sewer and water point repairs by Twin D Development (original estimate $32,000 plus $10,000 operational adjustment) to create an auditable payment record.
Finance: Council reviewed the state-issued proposed FY2027 certified tax rate of approximately 0.001853, estimated to generate about $356,000 in property-tax revenue; the rate was presented as a historical decline from 0.001876 the prior year. Council Member Scott Ross moved to approve the FY2027 certified tax rate information as presented; the motion passed unanimously.
Discussion items: Staff presented a finalized Community Wildfire Protection Plan (CWPP) to make the town eligible for state and federal wildfire mitigation funding (including an anticipated $10,000 equipment grant) and estimated the plan’s asset valuation at about $493 million across roughly 457 residential structures. Council Member Scott Ross also presented a proposed water-rate restructuring that would raise the fixed monthly base rate from $31 to $35 for initial consumption up to 9,999 gallons and increase volumetric surcharges across higher tiers to shift more costs to high-volume institutional and agricultural users; that proposal was discussed but not adopted at the meeting. Mayor Annette Ash reviewed a preliminary Brigham City map for a potential State Park at Mantua Reservoir and asked staff to verify deeds and continue interjurisdictional review.
All approved motions in this package passed unanimously.
