The New Bern Planning & Zoning Board on July 16 indefinitely continued consideration of a rezoning request for two parcels north of the planned NC‑43 extension, leaving the application pending until staff can provide additional corridor planning information and materials from adjacent large landowners.
Peter Bosworth, owner and applicant for the 98‑acre site, told the board he sought C‑3 zoning because the NC‑43 connector has long been in local plans and because the road’s construction is underway in places. "It's certainly not a surprise to see it on a map," Bosworth said, noting he has no immediate tenant but that establishing zoning earlier helps guide future development.
Board members expressed concern about piecemeal rezoning without a comprehensive plan for the corridor, the potential for nearby residential parcels to be rezoned by proximity, and outstanding questions about utilities, sewer and access. Several members requested clarity on DOT timing and whether large adjacent owners (including Weyerhaeuser) had plans that would affect the parcel. Staff confirmed the property sits within a 2022 land‑use focus area but said there is no site‑specific plan for the corridor.
Board member Kip Paragoy moved to continue the application to the next meeting pending additional information from staff and Weyerhaeuser; the motion passed on a roll call, with the board voting 6–1 to table the request (Brad Jefferson opposed). The board directed staff to provide the 2022 land‑use plan excerpts and any available utility/access information to help assess consistency and potential impacts before reconsideration.
The item will return to the Planning & Zoning Board after staff compiles the requested materials; the Board of Aldermen may act on the matter if the board does not provide a recommendation within the code timeframe.
