Placerville awards contracts and approves $600,000 combined appropriations for storm drain and sewer projects

Placerville's City Council approved two construction contracts and related appropriations and task orders at its July 14 meeting to address failing infrastructure.
Storm drain: Miss Savage presented the Upper Broadway and Point View Drive storm-drain replacement project, designed to repair a sinkhole and replace corrugated metal pipe installed by Caltrans in the 1960s. The city received three bids; staff recommended awarding the contract to the lowest responsive bidder, CE Cox General Engineering ($287,584). Because of recent staff resignations, the council approved Task Order 10 with Dewberry Engineers for construction management and inspection (not to exceed $65,080.88) and authorized change orders of up to $25,000 each with an aggregate cap of $50,000. The council approved budget appropriations totaling $300,000 from the Measure L fund, including a requested $100,000 from the Measure L construction reserve.
Giovanni Road sewer line: The council also approved the Giovanni Road sewer line replacement project. Staff recommended ratifying a $1,500 purchase agreement for an easement, awarding the construction contract to CE Cox (low bid $148,316), approving a materials-testing agreement with Geocon Consultants ($9,270), and authorizing a Dewberry task order for construction management (not to exceed $55,820.73). Staff requested $300,000 from the Measure H fund for project budget and change-order authority up to $25,000 per change order with an aggregate cap of $45,000.
Resident and Measure-L committee member Sue Rodman spoke in support of the projects and noted that much of the city's infrastructure dates to mid-20th-century construction; she supported using local contractors.
Both project motions passed on unanimous roll-call votes. Staff said awarding the contracts will move both projects into the construction phase and preserve contingency for change orders.
Why it matters: both projects address infrastructure that has exceeded its useful life and poses public-safety and service risks (sinkholes, failing storm drains, and sewer realignment and access). The actions free funding and authorization to proceed with construction oversight by consultants while the city fills engineering vacancies.
What happens next: Contract execution, easement recordation for the Giovanni Road project, and construction management by Dewberry Engineers once the contracts and task orders are executed.
