Council awards contracts and approves budgets for storm drain and sewer replacement projects
Summary

For the Upper Broadway and Point View Drive storm drain replacement, staff described a failed corrugated metal drain and a sinkhole adjacent to Upper Broadway. The city received three bids; CE Cox General Engineering was the lowest responsive bidder at $287,584. Because the engineering division lacks construction-management capacity after recent resignations, staff recommended and the council approved a task order with Dewberry Engineers for construction management and inspection services not to exceed $65,080.88. Council also approved appropriating $300,000 from the Measure L fund and authorized the city manager to execute change orders up to $25,000 per order (aggregate $50,000).
For the Giovanni Road sewer line replacement, staff explained a prior easement and public sewer main crossing private property and recommended ratifying a $1,500 easement purchase, awarding CE Cox the construction contract (low bid $148,316), approving a Geocon Consultants agreement for materials testing ($9,270) and a Dewberry task order for construction management (not to exceed $55,820.73), and appropriating $300,000 from the Measure H fund. A council member asked whether the project would address Orangeburg legacy piping; Savage said she did not have that information on hand and would follow up.
Both projects carried public support from Sue Rodman, a Measure H/L committee member, who said deferred maintenance has left Placerville with failing infrastructure and that it was appropriate to proceed with repairs even if the city must contract out construction management in the short term.
The council approved both project contract awards, task orders, easement ratification and budget appropriations by roll-call votes.
Why it matters: The actions move two repair projects into construction, allocate Measure H/L funds, and secure external construction management capacity needed after recent staff departures. Projects are intended to restore failed systems, mitigate near-term public-safety risks and preserve long-term infrastructure function.
