At its July 13 meeting, the Protection & Policy Committee approved several consent items and handled multiple administrative matters.
Consent items: The committee approved items 1–4 by voice vote, advancing renewals and new Class B liquor and beer license applications (including a change of agent for Legacy Green Bay LLC and a new application for Betty Bar Solutions LLC) and approved a limited expansion of premises for Overtime Pub & Grill for specific event dates. The chair said the approved items will go to the full common council on July 21.
Operator's license appeal: The committee considered an appeal by Dalton McGee regarding a denied operator’s license. Staff reported a pending felony charge and later a conviction on a count of uttering a forgery with judgment entered June 22; the application had been filed April 27. Committee members moved to hold the item until the next Protection & Policy meeting (July 27) and to invite the applicant to appear; the motion carried.
Taxi/public-vehicle ordinance: Staff presented an amendment to Green Bay Municipal Code §10-4-60 that would restrict city‑licensed taxis from operating within Lambeau Field parking lots during professional and collegiate sporting events. Staff explained state law preempts cities from regulating ride‑hail network operations (e.g., app-based services), so the change applies to vehicles licensed by the city (taxis). The committee voted unanimously to send the ordinance language to public counsel and move it forward.
Police report and adjournment: Staff reported no violations in the Green Bay Police Department liquor and massage‑establishment report. The committee set its next meeting for July 27 and adjourned.
