City staff presented two related grant application items to seek Arkansas Natural Resources Commission funding from a statewide grant pool and asked the board to approve filing and acceptance of grant awards if made.
Gary Carnahan told the board the state has established a $25 million grant pool and the city intends to pursue two shovel‑ready projects. For the water improvement project Carnahan said the staff will request $850,000 in grant funding; for the wastewater project — focused on manhole lining, pipe repairs and a pump‑station upgrade identified through an RJN evaluation — staff said they will request $875,000 and use bond funds for the remainder of the work. Carnahan said RJN’s interim report has already identified manhole repairs that could eliminate about 1,000,000 gallons per day of inflow and infiltration in the most affected areas during wet weather.
Why it matters: If awarded, the grants would reduce the city’s capital share for planned water main, hydrant and wastewater repairs and could materially reduce wet‑weather infiltration into the sewer system.
Details and next steps: Carnahan said the grants are competitive and statewide, so the city kept requests below $1 million to improve award prospects. Staff will submit the applications and, if the board approves filing and acceptance, will proceed with required grant paperwork; the items will be formally considered at the July 21 meeting.
