Public Works Director Ron Seabright told the board staff recommends awarding a $566,517 contract to Coakley Company Inc. to complete four stormwater drainage repair projects across Hot Springs and asked for a 20% contingency for project unknowns.
Seabright described problems ranging from undersized pipes and structural failures to blockages. The prioritized list includes work at Saint Louis and 7th Street (36‑inch RCP culverts and box inlet), Spruce Street (18‑inch CPP pipe and junction box), Fair Oaks (18‑inch RCP/CPP and junction boxes), and Charter Oak (24‑inch RCP and junction boxes).
Seabright said six bid responses were received and evaluated, and that Coakley was the lowest responsible bidder; a notice of intent to award was published with no protests. Board members asked whether all projects will be done simultaneously; Seabright said they will proceed in priority order and that the projects are expected to be completed by the end of the year.
Why it matters: The projects aim to address flooding and structural failures in multiple neighborhoods. A 20% contingency was requested to account for subsurface unknowns common in drainage work.
