Pickens County planning staff recommended and the commission approved a rezoning for an 8.1-acre parcel on Highway 53 East (Parcel 049040002), changing the zoning from agricultural to rural residential to permit subdivision into four lots of about two acres each.
Planning staff said the request is consistent with the Crossroads/Marble Hill character area and posed minimal impacts to roads, utilities and public services. "Staff finds that the request is consistent with the East Higgins conservative area and the Crossroads Community Marble Hill character area," Charles said in his presentation.
Applicant Jeff Barrett, who identified himself as the founder of Landmark and owner of Pinnacle-related businesses, described a market for higher-quality manufactured homes and small-lot development and said county water and DOT coordination were in place. "We recognize the need for affordable housing in the area," Barrett said, describing the product as well-built manufactured homes or stick-built houses on modest lots.
A nearby resident raised concerns about lighting and development intensity during public comment, but after discussion the commission moved, seconded and approved the staff recommendation; the motion carried unanimously.
The rezoning permits the landowner to subdivide the site into four rural residential lots; final permits, driveway approvals and site design will follow standard county and DOT reviews.
