Cache County creates regional recreation‑center feasibility committee with 2027 deadline

The Cache County Council voted to establish the Cache County Regional Recreation Center Feasibility Study Committee, a legislative study panel charged with guiding consultants (VCBO) in evaluating countywide recreation needs and producing a final feasibility report by March 1, 2027.

Andrew (county staff), who presented the proposal, said the committee would be an internal legislative study group with 1–3 council members and geographically distributed advisory members: one from the county seat (Logan), one from unincorporated county areas, two from municipalities north of the county seat and two from municipalities south of it. "This would not be taking official legislative act action," Andrew told the council, adding the panel's role would be investigative, advisory and planning‑focused.

Council members stressed the committee is an early‑stage planning step and not a decision to build facilities or raise taxes. A member noted the study is funded from previously approved RAPS tax dollars (the R stands for recreation) and therefore does not immediately require new tax action. Several members, including those who had been part of informal ad hoc groups, said formalizing the committee would provide clearer direction to the contracted consultants and ensure geographic representation in the study.

A motion to approve resolution 20‑26‑25 establishing the feasibility committee passed by voice vote with one recorded 'nay' during the roll call of voices. The resolution sets committee duties, open‑meeting requirements, advisory membership, and a March 1, 2027 deadline for the final report to the council. Councilmembers asked staff to prepare appointment procedures and a clear charge for the committee when terms and membership are considered.
